Foster defeats Biggert for Congressional seat

Democrat Bill Foster won in the 11th Congressional District, defeating incumbent Republican Judy Biggert.

Foster, a Naperville resident, previously had served in Congress, but he lost his seat in 2010 to Randy Hultgren. After Congressional districts were redrawn for this election, Foster decided to run again. He emerged from the Democratic primary and ultimately ended up against Biggert.

According to unofficial final totals, Foster had 152,068 votes, and Biggert had 107,119.

The district includes parts of North Aurora.

"I am honored people of the 11th [Congressional District] will let me serve them for another two years," Foster said moments before Biggert conceded late Tuesday. "I am disappointed because it looks like some of my colleagues will not be joining me again, but we will continue to fight for the people of Illinois and for the people of the 11th District."

In a statement, Biggert acknowledged the contest with Foster was "a long and hard-fought race, but tonight the voters have spoken. I have called Bill Foster and congratulated him on his victory."

Biggert said representing her district has been the great honor of her lifetime.

"I can never thank them enough for their kindnesses towards me, their generosity with their ideas, their patience when we don’t see eye-to-eye, and their deep love of community and country," Biggert said in a statement.

Biggert also noted that when the new Congressional districts were drawn in Springfield to elect more Democrats, "they thought that I would shy away from a tough race in a district tailor-made for my opponent."

But she said with the help of many supporters, "We turned what was supposed to be a Democrat slam-dunk into one of the most competitive races in the country. We made them work for it, and I will never regret that.”
