Geneva report praises city’s services, leadership

GENEVA – The city of Geneva is doing more with fewer employees than comparable cities and providing high-quality services with strong leadership, according to a study.

Karl Nollenberger – vice president of Voorhees Associates, a management consulting firm – presented a staffing analysis of the city Monday at the City Council meeting.

Nollenberger said the firm interviewed about a third of city staff and worked with past department heads to review the city’s organization and address its overall effectiveness and efficiency.

“We did a complete analysis of staffing here compared to 12 comparable cities,” Nollenberger said. “We did some performance measurements, and compared the performance here in Geneva to some national benchmarks that are available to assess.”

Nollenberger said the city scored high marks all around, especially with planning and goal setting, which measures the strategic management of an organization, and providing top-notch service with 2.7 fewer employees than at comparable cities, according to the report.

“Geneva has one of the best, outstanding planning and goal-setting processes that I’ve seen in a city government organization,” Nollenberger said. “The leadership does an outstanding job here.”

Aldermen unanimously accepted the staffing analysis report. The analysis was a 2012-13 goal set by the city council and cost $27,000.

Mayor Kevin Burns said Geneva’s success is the result of the professional staff’s dedication and pride in their work, as confirmed by an independent source.

“I am so very proud of them and honored to work alongside each and everyone,” Burns said.
