Committee backs pet facility over complaints
ST. CHARLES – Most aldermen on a city committee were in favor of a proposed east-side pet care facility over the concerns of property owners and residents who live nearby.
The Planning and Development Committee on Monday recommended approving a zoning ordinance amendment and a special-use permit for Fydoland, a pet facility planned for the former Rex’s Cork and Fork, 1317 E. Main St., St. Charles. Second Ward Alderman Arthur Lemke voted against the special-use permit and 4th Ward Alderman Jo Krieger abstained from both votes.
The votes were a disappointment to Barbara Petkus, owner of Royal Oak Terrace Apartments, at 1408 E. Main St. She said Fydoland would bring unwanted dog barking to her tenants.
“It’s definitely going to make it more difficult to rent – that’s the bottom line,” Petkus said after the vote.
Petkus had attorney Kenneth Shepro represent her at the Monday meeting. Shepro said that the Fydoland site is basically a kennel that would otherwise not have been allowed in that part of Main Street without an amendment and special use. He referred to Fydoland co-owner Robin Massey’s application to the city that described the business as a kennel.
Shepro also questioned how the city would handle noise complaints, the enforcement of which would come from a city department during the day and police at night. City staff said noise violations would lead to fines and adjudication hearings.
Massey said she was sympathetic to the concerns raised by Petkus and other residents, but that those concerns were unfounded. Massey’s attorney, Jim Cooke, said barks likely would not even be heard across the street at Petkus’ apartment complex.
Petkus said after the meeting that there is a long lull between morning and afternoon rush hour, and that people generally can tune out the sound of traffic, but not erratic barking.
Petkus does not allow dogs at her apartment complex.
