St. Charles mall reopening might change to 2016

As of this month, utility work and parking lot construction might begin in mid-August for the Charlestowne Mall redevelopment in St. Charles, project director Chuck May said. The grand reopening of the mall as The Quad St. Charles likely will not happen until spring 2016.

ST. CHARLES – The grand reopening of the Charlestowne Mall as The Quad St. Charles likely will be pushed back to spring 2016, its project developer said Thursday.

There might be a six-month delay from the mall's initial fall 2015 target opening because of the project's complex design work and some trouble securing tenants 18 months in advance, said Chuck May, project developer of The Quad St. Charles.

May said that many companies still are focused on openings taking place this year because they are geared toward moving into readymade locations. The Quad St. Charles is not a typical project because it involves a dramatic rebuild of an existing mall.

"We're making a lot of changes and doing a lot of things that we think will be very interesting and exciting," May said Thursday. "It's just taking us longer than we anticipated."

May on Thursday spoke with one of the project contractors about utility work for the project starting in mid-August. Parking lot construction also would be part of the first phase of the project.

Interior work would not begin until next year. Before that happens, May will return to the city for approval of the architectural elevations for the mall building and the latest plans for the landscaping, lighting and signage of the project.

The city of St. Charles this week updated the webpage on its site dedicated to the mall reconstruction project with the latest target dates, said Rita Tungare, the city's director of community and economic development.

The city already has approved the developer's permits to begin exterior construction at the site. Tungare said city staff understands that the project has many details and would expect the last parts of the mall plan to come to the city in stages as they are complete.

May said work continues daily to refine the design plans of the mall redevelopment and finalize the logistics of keeping the mall's existing tenants open and accessible while construction begins.

"We're actively engaged in making this happen," May said.
