First phase of Charlestowne Mall project slated for August

ST. CHARLES – The first phase of construction for the Charlestowne Mall redevelopment is scheduled for August, its project developer said Monday.

"We're excited to get started here," said Chuck May, project developer of The Quad St. Charles. "We're excited to get some bulldozers out there and get moving."

After months of preparation, contractors plan to begin work in a few weeks on utilities and parking lot construction at the mall site, at 3800 E. Main St. on the city's east side. May on Monday gave the St. Charles Government Operations Committee an update on the project at its regular meeting.

The regrading of the mall property and utilities reinstallation likely will be complete in November, May said. Then work will begin on the actual mall building during the first few months of 2015.

May was representing The Krausz Companies Inc., which purchased the mall site in November 2013 for more than $9.5 million. The company plans to rename the mall The Quad St. Charles, transform its appearance and add new tenants to its floors.

The ongoing search for those tenants and complicated construction logistics are some of the reasons why the mall has tentatively pushed back its reopening with new stores from fall 2015 to spring 2016. The mall's current anchor stores and few remaining businesses will be open throughout the construction, May said.

The mall project also calls for adding outlots on the perimeter of the mall property for restaurants and retail stores. The committee on Monday unanimously approved minor changes to the preliminary site and engineering plan that involved the outlots.

The ring road that surrounds that mall will shift further north for additional parking for the outlots along Main Street, according to an executive summary of the proposed plan changes. The depth of a future outlot southeast of the Carson Pirie Scott building also will be reduced.

The city's Plan Commission in August is expected to review proposed mall building architectural elevations and landscaping at the site, according to the executive summary.
