SUGAR GROVE – The Sugar Grove Village Board discussed the benefit of increasing the fees that cover the cost that the village has for reviewing commercial and residential permit fees at the meeting held Feb. 6.
Village Administrator Brent Eichelberger explained that the Village Board isn’t interested in charging commercial impact fees to create revenue.
“We are looking to increase the fees that cover the village permit review fees,” Eichelberger said. “We don’t want to peruse commercial impact fees for any agency. At the staff level, we are wanting to look at the structure of our fees and not add impact fees.”
Eichelberger mentioned the village isn’t wanting to reduce staff.
“We’re looking at our budget, we are operating at a smaller staff than we were 10 years ago,” he said. “We wouldn’t want to reduce staff. We are trying to find out what we can do at the revenue side and not the expense side. We don’t review many commercial permits in a year.”
Outside of the Village Board meeting, Village President Sean Michels explained how the village is trying to change how residential and commercial permits are reviewed.
“Up until Jan. 1, we had a consulting firm reviewing the residential and commercial permits,” Michels said. “This year, we brought a person in-house who will be reviewing our permits. Revenue from permit review fees will go to our general fund.”
Director of Finance Matt Anastasia informed the Village Board that there will be two budget workshops March 6 and 20 where the Village Board can further discuss the restructuring they are considering for village permit review fees.
“We thought this was a good place to start since the numbers are already there to show what we were collecting versus what we’re getting charged,” Anastasia said. "The last time this was addressed was in 2008.”
