St. Charles School Board approves leasing portion of former Haines School to park district

Board also moving ahead on facility master plan

The St. Charles District 303 School Board has approved leasing space in the now-closed Haines Middle School to the St. Charles Park District. The lease agreement with the park district is set to start on Jan. 1, 2020 and would be in effect for four years, with an option by both parties to renew.

ST. CHARLES – The St. Charles District 303 School Board has approved leasing space in the now-closed Haines Middle School to the St. Charles Park District.

The lease agreement with the park district is set to start on Jan. 1, 2020 and would be in effect for four years, with an option by both parties to renew. The park district proposes to lease the building's gym and adjacent classroom space.

At their Sept. 9 meeting, school board members voted 6-1 to approve the lease. Voting "no" was school board member Michael Bryant.

"I don’t know what the right use of the space is at this time," Bryant said. "But I think for me, waiting for the facility study is something that is important to see before I can agree on this."

The park district's Board of Commissioners is set to review the proposed lease agreement at its Sept. 10 meeting.

School Board members that night unanimously approved a request for qualifications from architectural firms seeking to evaluate the district's current and future capacity needs and to develop a facilities improvement plan.

The last time the plan was updated was in 2008. The board is set to award a contract to an architectural firm in November and the project would begin in December, with completion by April 2021.

As proposed, the park district would pay the school district $3,936.83 per month for the first year of the contract. The park district would lease 13,412 square feet of space in the building.

According to the lease agreement, the annual rent is determined by the district's previous year’s utility costs and allocated costs, excluding costs for internet network usage and pro-rated according to the park district's allocated square footage of 13,412 square feet, plus 15% for building depreciation and capital expenditures.

"If we need to adjust that rent, we can always do that every year," Seth Chapman, the district's assistant superintendent of business services and chief financial officer, had previously told board members.

School Board members previously approved a lease agreement with the St. Charles Public Library District, which will lease space in the building during its upcoming renovation project. The agreement will run from March 1, 2010 to May 31, 2021.
