Deborah Ann Windisch, 59, of the zero to 100 block of Lakewood Circle, St. Charles, was charged at 12:34 a.m. Dec. 20 with driving under the influence of alcohol, DUI – aggravated fourth offense, aggravated DUI – license suspended, aggravated DUI – no drivers license, driving while license suspended and improper stopping/yielding when traffic signal not illuminated.

Illegal possession of alcohol

Brenda Roman, 19, of the 300 block of Liverpool Drive SE, Poplar Grove, was charged at 11:46 p.m. Dec. 31 with illegal possession/consumption of alcohol by a minor and illegal transportation or possession of alcohol by a passenger.


• Phillip Raymond Eckl, 40, of the 500 block of Pheasant Trail, St. Charles, was charged at 5:05 p.m. Dec. 16 with aggravated domestic battery and criminal sexual assault.

• Molly Clare Ourada, 31, of the 400 block of Persimmon Drive, St. Charles, was charged at 4:26 p.m. Jan. 1 with domestic battery and criminal damage to property.

• David Scott Hanchette, 70, of the 1000 block of Geneva Road, St. Charles, was charged at 12:28 a.m. Jan. 2 with domestic battery and having an expired firearm owners identification card.

Cruelty to animals

William Douglas Helton, 44, of the 200 block of South Channing Street, Elgin, was charged at 6:38 a.m. Jan. 2 with cruelty to animals.
